Tracy has been with the Louisiana State Police for 12 years. He has been a member of CNT since 2001 and is the squad leader for CNT 2nd Squad, which covers Troops D, I, and C. Tracy joined LACN in 2001 and served as the Region 4 Director. In 2005, Tracy was appointed to the board by Past President Lee Shelton. In 2006, was elected Vice President of the Membership. In 2008, Tracy was elected President.  Tracy was with the Lake Charles City Police for a year and a half and with the USMC for five years. He has an associate's degree in Criminal Justice from LSU at Eunice and a Bachelor's degree in Criminal Justice from McNeese State University. Tracy worked seven years with LSP Detectives and is presently a sergeant in Gaming Enforcement at Coushatta Casino Resort in Kinder, La.

Walter Powers has been a member of the New Orleans Police Department since September 1979 he has worked in the Urban Squad, Juvenile Division where he was an investigatior for 15 years.  He also worked in Robbery, Burglary and Homicide.  He is currently a co-team leader for the Negotiatons team in New Orleans.  He joined the team in 1999 when it was formed and has worked as the tech guy and a negotiator on several incidents.

Craig has been employed by the Louisiana State Police since 1995.  He was assigned to patrol at Troop C until 1998.  Since 1998, he has been assigned to Criminal Investigations Division/Houma Field Office (Narcotics Squad).  He has been a member of LSP/SWAT/CNT since 2001 and is the Assistant Team Leader for 2nd Squad.  He is also a FBI/POST Instructor on several topics including:  Crisis Negotiations for the First Responder, Tactical Roles for the Crisis Negotiator, Selection of CNT Personnel, Report Writing for Law Enforcement, Drug Laws for the Patrol Officer, Emergency Vehicle Operations, Stop Stick Instructor and Officer Survival.  He is married and has two children.  He has been involved in numerous call-outs taking a variety of roles.

Elliott started in Law enforcement in March 1992.  He worked his way from corrections officer, to patrol, to detectives, DARE, and is now the supervisor of Reserves and Youth Services for the Lafourche Parish Sheriff's Office. He got involved with negotiations in 1998 and has continued to stay active. He currently is the training coordinator for the LPSO Negotiator Team.  Elliott's trainings include Nationally Certified Negotiator, Instructor for Taser, Monadinock, POST Firearms, RAD Instructor Trainer, RAD Kids, Hunter's Ed, DARE, and other classes.

Dr. Strentz comes from a blended background of mental health, the military and law enforcement. After serving as a U.S. Marine; Tom attended college and received a degree in social science and later on his MSW. He began working for the FBI in the 1970's and stayed with them for 21 years. While with the Bureau; Tom was one of the original members of the Behavioral Science Unit. He also was assigned to the Crisis Negotiation Unit which he designed, developed and directed for approx. 16 years. Tom continues his negotiation work in that he developed the Crisis Negotiations and Crisis Management Programs taught through LSU at the La. State Police Academy. He has published three dozen articles on negotiation, profiling and crisis management and serves as Editor for the California Association of Hostage Negotiators newsletter.

Retired from U.S. Justice Department - Federal Bureau of Prisons. Has served in various positions in negotiations from primary negotiator, Assistant Team Leader, Team Leader, and as a Regional Trainer for the Bureau of Prisons. His teams have won the San Marcos Negotiators Seminar/Competition, twice, and teams he has worked with have won numerous times. He actively instructs in all phases of negotiations, from Basic to individualized courses designed to pinpoint specific skills and techniques. He has provided training at the Baton Rouge Police Academy - LSU, and almost every class at the Alexandria Regional Police Academy for the past twelve years, providing a First Responder Program. He is a P.O.S.T. certified Law Enforcement Officer, and has served as an active Reserve Officer with the Pineville Police Department and Rapides Parish Sheriffs Office, where he remains. He has worked with police agencies such as the Royal Canadian Mounted Police, Costa Rican National Police, Oklahoma Department of Corrections, and numerous federal, state, county/parish, and municipal law enforcement agencies. He is a founding member of the Louisiana Association of Crisis Negotiators, he along with Sid Newman, Jim Craft, Max Howard and others recognized the need for a state organization for crisis negotiators and which led to the development of the association. He served as Vice-President of Training for the first five years.
